Executive Director, Ontario Association of Community Futures Development Corporations (OACFDC) 

Job Description 

Position Summary Responsible to the member CFDCs and reporting to a board of directors, the Executive Director is charged with the overall leadership and management of the OACFDC. As the organization’s leader, the Executive Director ensures sound financial oversight, builds trust and maintains excellent member relations, and assists in advocating for funding and program efficiencies on behalf of members. 

 

Key Roles 

Strategic Leadership: Develop and implement the OACFDC’s strategic direction and plan. Lead the board and staff in achieving organizational goals to advocate for rural community economic development and strengthen CFDC capacity. 

Financial Management: Oversee the development and management of the annual budget. Ensure financial stability and compliance with funding agreements. 

Member Relations: Build trust and maintain strong relationships with member organizations and national, provincial and regional networks. Provide value-added support to CFDCs through timely information, common tools, and knowledge-sharing opportunities that enhance their economic development efforts and make them employers of choice. 

Advocacy and Public Relations: Represent the OACFDC with all levels of government, industry stakeholders, and the public. Enhance the organization’s reputation and advocate for the tools, resources, and support required for the success of the Community Futures Program. 

Additional Areas of Responsibility 

Board Administration and Support: Support operations and administration of the Board by advising and informing Board members, interfacing between Board and staff, and supporting the Board's evaluation of the Executive Director’s position. 

• Assist the association Chairperson 

• Arrange, prepare, and attend board meetings and sub-committee meetings as required 

• Adopt technology, where possible, to facilitate organizational meetings 

• Maintain organizational history and develop management and governance succession plans 

• Perform other duties as assigned by the Board 

Program, Product & Service Delivery: Working with the Board, networks and members, to oversee the design, marketing, promotion, delivery, and quality of programs, products, and services. This may include: 

• Undertake and lead advocacy efforts related to program efficiencies and program-related funding 

• Develop partnerships across all levels of government and with other not for profits and the private sector 

• Seek opportunities to continuously improve back-office functions across the CF network, including ensuring security & efficiency and continually seek technological upgrades 

• Maximize professional skill development at all levels within CFDCs 

• Foster marketing and communications across the CF network 

• Develop and maintain resources, tools & templates to increase CFDC efficiency 

• Collect and analyze CFP operational and performance results 

• Evaluate and advance procurement and services across the CF network looking for economies of scale that can be taken advantage of by CFDCs 

Financial & Risk Management: Oversee annual business planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funding organizations, submitting proposals, and administrating funding records and documentation. Recommend yearly budget for Board approval and prudently manage the organization's resources within the budget guidelines and according to current laws and regulations. 

• Assist the association Treasurer by preparing and maintaining up-to-date financial records for the corporation 

• Ensure risk management policies, protocols, and measures are developed and maintained 

Human Resource Management: Effectively manage the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations. 

• Hire and supervise OACFDC staff positions as approved by the Board 

• Supervise, mentor, and empower staff to achieve the overall goals of the OACFDC by creating and encouraging a collaborative team environment 

• Review and allocate functional responsibilities to meet organizational needs and implement performance review and measurement systems 

Communications: Assure a culture of trust, transparency, and bilateral communication for the organization. Deliver consistent presentation of organizational mission, programs, products, and services in a strong, positive image to relevant stakeholders. 

• Develop & maintain an influential and effective communication & public relations strategy for the OACFDC 

• Instill a positive, bilateral communication strategy with networks and members 

• Attend network meetings to foster collaboration 

• Work collaboratively with the CF network, advocate for the Association members with government and other public and private sector organizations
